Tetsuya Kusakabe, who was the Vice President of the Disciplinary Committee, is also the second-in-command of the Foundation. Their Hideout is directly connected to the Vongola Hideout via a steel door which is never opened to keep the secret and also because Hibari doesn't like crowds.
