The Foundation is a group that serves under Kyoya Hibari, its core members being people from the Namimori Middle Disciplinary Committee. They travel around the world studying and researching Box Weapon technology. Tetsuya Kusakabe, who was the the second-in-command of the Disciplinary Committee, is also the second-in-command of the Foundation. Their hideout is directly connected to the Vongola Hideout via a steel door which is never opened to keep the secret and also because Hibari doesn't like crowds.
