The "Consulenza Esterna Della Famiglia" (Italian for "External Advisors of the Family" or CEDEF), founded by the 1st Generation Vongola Guardian of Cloud, Alaude, the CEDEF has grown to be the outside advisors for the Vongola Family.
The members of CEDEF are members of the Vongola Famiglia that remain outside the direct control of the main family. They hold very little power during times of peace; however, they become a very important part of the family during times of crisis because, at such times, the CEDEF leader becomes the family's second-in-command.
They also have as much voting power as the Vongola Boss when choosing the Family's next Boss. If the Vongola Boss and the leader of the CEDEF disagree on who the heir will be, the CEDEF leader has the power to split the Vongola Rings and send their half to the candidate of their choosing. The next heir is chosen when the half-rings are reunited after a battle between the candidates.[1]
